Grand Jury Indicts Boat Operator on Homicide Charges for July 4th Drowning Incident
MEMPHIS, TN – Shelby County District Attorney Bill Gibbons announced Friday that the state Grand Jury for Shelby County had indicted a Memphis man for the drowning deaths of two children and for allegedly putting four victims in imminent danger during a July 4th motor boat outing on Robco Lake last year.

The Grand Jury indicted the boat’s operator, Kenny Banks, 49, for two counts of vehicular homicide, two counts of reckless homicide and one count of reckless endangerment.

Karlton Parker, 10, and Carnisha Banks, 11, drowned and four other victims fell into the water but survived when the motor boat operated by Banks sank into Robco Lake on July 4, 2007. The incident was criminally investigated by the Memphis Police Department.

“This was a tragedy that did not need to happen, and we believe the operator of the boat should be held criminally responsible under the state law,” said District Attorney Gibbons.
Banks is being held in the Shelby County Jail without bond. An arraignment date has not been set.

Vehicular homicide is a class C felony, which carries a standard sentence of three to six year in prison. Reckless homicide is a class D felony, which carries a standard sentence of two to four years in prison. Reckless Endangerment is a class A misdemeanor, which carries a standard sentence of 11 months, 29 days in prison.
